This is actually a frozen lake that is starting to melt. Once a chunk of the lake opens (usually in the spring)every time the wind starts up it moves the whole chunk of ice into the shore. This chunk of ice has a ton of mass so just the slightest movement of the ice can make it do this. It is actually being pushed up the shore by its momentum from the wind and then the ice crumples.
I live on a lake that freezes over every winter so I get to witness this every spring. In the morning the ice sheet will be on one side of the lake and then 2 hours later it can be on my doorstep and 2 hours later be gone again. It keeps going until it all melts, which usually takes a week or more depending on the temp.
